REMIT Reporting User Package

Pursuant to REMIT and the REMIT Implementing Acts, the Agency provides in this section the documents contained in the Agency’s REMIT Reporting User Package i.e. all user manuals, manuals of procedures and requirements that have been published.

Transaction Reporting of REMIT Supply and Derivative Contracts

Information about ACER’s guidance as well as the tools for the transaction reporting of REMIT supply and derivative contracts are provided below.

Reporting parties that have questions about any of the below listed issues related to REMIT transaction reporting of REMIT supply and derivatives contracts can submit a query via the online REMIT query form.

Trade Data and Fundamental Data Reporting

The reporting obligation under Article 8(1) and (5) of REMIT will come into effect on 7 October 2015 as regards:

  • transactions, including orders to trade, related to standard contracts and derivatives admitted to trading at organised markets;
  • fundamental data reported through the ENTSO-E and ENTSOG Union-wide central information transparency platforms.

The reporting obligation under Article 8(1) and (5) of REMIT will come into effect on 7 April 2016 as regards:

  • transactions related to standard contracts traded OTC, non-standard-contracts and transportation contracts;
  • additional reportable fundamental data from TSOs, LSOs and SSOs.

The details of the reportable information related to transactions and orders to trade are provided in the Transaction Reporting User Manual (TRUM) and the Manual of Procedures on transaction and fundamental data reporting under REMIT. Further details of the reportable information related to transaction and fundamental data are provided in the Manual of Procedures (MoP) on data reporting under REMIT (MoP).

Reference Data Submission

Organised market places shall submit identifiable reference data for each wholesale energy product they admit to trading. The information shall be submitted before the commencement of trading in that particular contract. Organised market places shall submit updates of the information as changes occur.

ACER Staff Letters

The Agency’s Market Integrity and Transparency Department and Market Surveillance and Conduct Department may issue staff letters signed by the Heads of the Departments for the purposes of REMIT implementation. The following letter types can be distinguished:

Requests for Information

According to Article 6(8) of Commission Implementing Regulation (EU) No 1348/2014, the Agency may request additional information and clarifications from market participants and reporting parties in relation to their reported data. Such requests for information will be made through requests for information issued by the Market Integrity and Transparency Department.

No-Action

A no-action letter is a written statement by the staff of the Market Integrity and Transparency Department and/or the Market Surveillance and Conduct Department of the Agency which specifies that the staff in question will not recommend that the Agency take action concerning a specific provision of REMIT or Commission Implementing Regulation (EU) No 1348/2014. The letter binds only the staff of the Department(s) which issued the letter and only  with respect to the specific fact situation described in the letter.

REMIT Quarterly

The REMIT Quarterly is the Agency’s main channel of communication with stakeholders on REMIT-related matters, as its primary purpose is to provide updates on the Agency’s activities in the field of REMIT. It has also been used by the Agency to provide guidance on the application of the REMIT framework and data reporting.

The first issue was published in March 2015.

In addition, the Agency will use the REMIT Quarterly to report assessments of the operation and transparency of different categories of Organised Market Places and ways of trading, in accordance with Article 7(3) of REMIT. Transparency assessments were previously provided with the REMIT Annual Report, which has been discontinued by the Agency for resource reasons. The Agency will report its assessments through the REMIT Quarterly instead.
